Cyclist struck at 6th and Congress this morning

I just received the following report of a collision that occurred this morning during rush hour traffic in the downtown area:

Hi Jason, I just read your report about the police not ticketing anyone for the three-foot rule. A friend of mine saw a cyclist get hit at 6th and Congress at about 7:30 this morning. It will be interesting to see if that driver is cited.

In light of the news that APD hasn't written a single ticket in the past 3 months under the new 3-foot passing ordinance, I wonder what will become of this incident?
